Akuta Pius Ukeyima
Executive Secretary/ CEO, Nigerian Shipper’s Council [NSC]

Biography

President Bola Tinubu recently appointed Mr Akutah Pius Ukeyima as the Executive Secretary/CEO of, the Nigerian Shippers’ Council (NSC). This was announced by Ajuri Ngelale, Special Adviser to the President on Media and Publicity. Akutah Pius Ukeyima is an expert in International Criminal law and recently occupied the position of the Principal State Counsel within the Office of the Honorable Attorney-General of the Federation and Minister of Justice under the Federal Ministry of Justice.

Education
Ukeyima is from Benue State. His educational journey started at the University of Jos, where he embarked on a Diploma in Law from 1993 to 1995. He went further to continue his educational journey at the University of Abuja, where he pursued an LLB, earning his Bachelor of Laws degree. This led him to Ahmadu Bello University, where he studied for an LLM program from
2010 to 2012.

Experience
His most recent position was as the Principal State Counsel within the Office of the Honorable Attorney-General of the Federation and Minister of Justice under the Federal Ministry of Justice for almost 12 years. Among the critical functions assigned to him in this capacity was negotiating international agreements, and formulating Mutual Legal Assistance (MLA).
He also prosecuted Extradition cases, a task that demands a deep understanding of the international legal framework.
Previously, he was Senior State Counsel from January 2009 to January 2012, within the Federal Ministry of Justice. During this tenure, his professional focus was primarily on the practice of International Criminal Law where he handled cases of transnational crimes, including but not limited to cybercrime, terrorism-related offences, drug trafficking, bank fraud, and various other forms of transnational crime.
Earlier in his career as State Counsel, he was involved in the Department of Public Prosecutions of the Federation, International Criminal Law Division, Mutual Legal Assistance and Extradition unit. Throughout his career, he has shown expertise in international law and justice, legal writing, and consultation offering guidance whilst engaging in the prosecution of counter-terrorism cases, as well as actively participating in arbitration and dispute resolution processes.
He is also well-versed in United Nations conventions, regional and sub-regional charters, as well as agreements, with a deep understanding of the operations of public international institutions and multinational corporations within the realm of international politics.

Achievements
He has actively contributed to the successful negotiation of numerous Bilateral Agreements between Nigeria and several nations about Mutual Legal Assistance and Extradition. He is an Alumnus of the United States Department of State’s International Visitor Leadership Program (IVLP) and a chartered Mobile and Computer Forensics Examiner.

Felix Omatsola Ogbe

Executive Secretary, Nigerian Content Development Monitoring Board [NCDMB]

Biography

Felix Omatsola Ogbe was appointed as the Executive Secretary (ES) of the NCDMB on December 7, 2023, by His Excellency, President Bola Ahmed Tinubu, GCFR. In this role, he is saddled with the responsibilities of overseeing the entire operations and management of the organization.

Felix Ogbe will have oversight over Nigerian Content performance in the Nigerian oil and gas industry. He will drive the 10-Year Strategic Roadmap which the NCDMB instituted in 2017 with a target of 70% Nigerian Content retention at the end of 2027. He will also lead the continent-wide local content initiatives driven by NCDMB in partnership with organisations such as APPO, Afrexim Bank, AfDB, etc.

Prior to his appointment, Felix Ogbe was the Managing Director BREFEL Limited/NIMA Energy LLC. In this role, he was responsible for overseeing various projects executed by the company across the oil and gas industry, medical and Medicare services/projects, within and outside Nigeria.

He spent 24 years in Chevron Nigeria Limited, from 1990 – 2014, retiring voluntarily to set up his private firm. He has varied and extensive experience in oil and gas facilities, onshore and offshore; LNG; Water Drilling, Treatment, and Storage facilities; Civil, Building, and Dredging; and other construction experience in Nigeria, Africa, Busan South Korea, and United States of America from Conceptions, Engineering Designs, Project, and Construction Management to Commissioning Phase.

He managed several in-house construction services to support CNL activities and operations in Nigeria including the Escravos Gas to Liquid (EGTL) Plant and Gas Plant in Escravos, Nigeria; the Escravos Gas Project (EGP – 3B), Lagos and Warri; East Area (Rivers, Bayelsa, Imo & Offshore Construction group), with responsibility for Engineering Designs and Construction requirements to support East Area, overseeing fabrication yards construction activities, oil production activities and drill sites preparation in swamp locations in Rivers State; whilst also supervising construction of buildings for living and office accommodation.

He also served at the San Ramon, California, USA Headquarters of Chevron where he worked on Project Estimation, Costing and Budgeting, Projects Specifications and Implementation, Safety in Design, Use of Software for project costing and budgeting (COPES), etc.

Felix Ogbe holds a Master’s degree in Civil Engineering and another Master of Science (MSc) degree in Construction Management.

Alhaji Munirudeen Bola Oyebamiji
Managing Director/ CEO, National Inland Waterways Authority [NIWA]

Biography

President Bola Tinubu recently appointed Alhaji Munirudeen Bola Oyebamiji as the Managing Director / CEO of, the National Inland Waterways Authority (NIWA). This was announced by Ajuri Ngelale, Special Adviser to the President on Media and Publicity.
The decision aligns with the recommendations put forth by the Honourable Minister, H.E. Adegboyega Oyetola. Munirudeen Bola Oyebamiji, mostly called Bola Oyebamiji is a Nigerian banker, economist, public administrator, and politician. He was the finance commissioner in Osun State, Nigeria, and a member of the All-Progressives Congress, APC.

Early life and education 

Bola Oyebamiji was born in Ikire on the 17th of November,1965 where he spent his childhood. He received his early education at ADC Primary School, Oke-Ada (1971-1977), followed by Ayedaade Grammar School, Ikire (1978-1982). He then pursued a Higher National Diploma in Banking and Finance at The Polytechnic Ibadan (1985-1988).
He later obtained two master’s degrees: one in Public Administration from Lagos State University, Ojo, and another in Business Administration from the University of Ado-Ekiti.
In addition to his academic achievements, Oyebamiji has acquired relevant professional qualifications.
He became a member of the Chartered Institute of Bankers of Nigeria in 2009 and is a Fellow of various prominent professional organizations, including the Institute of Chartered Economists of Nigeria (2011) and the Association of Enterprise Risk Management Professionals (2016).

Employment
In 1989, he began his career as an Assistant Manager at Wema Bank Plc. In 1998, he joined Trans International Bank as a Senior Manager and rose to the position of Principal Manager before departing in 2003. He also served as the Head of the Lagos Region for the bank. Oyebamiji then worked at Spring Bank Plc for four years (2005-2009) as the Head of Business Development. Soon after, he was recruited by another financial institution, Enterprise Bank, in 2009, where he was appointed to lead the Retail Business Unit.
In 2012, Oyebamiji was named the Managing Director of Osun State Investment Company Limited. According to the official Osun State government website, the company’s fortune surged from about 300 million Naira in 2012, when Oyebamiji took over, to 2.6 billion Naira.

His impressive track record led to his appointment as Commissioner for Finance in Osun State in 2017. Before becoming the Commissioner for Finance in Osun State, Oyebamiji held directorship positions in various institutions, including Omoluabi Mortgage Bank (2017), Brent Mortgage Bank (2017), Ikire Microfinance Bank (2008), Imperia Bureau De Change (2006), and Roger Blue Petroleum, Lagos. Since 1997, he has been the Chairman of White Green Farm, located in Onireke Village, his hometown. Training
Oyebamiji is a dedicated seeker of wisdom, and he actively participates in various peer review workshops, seminars, courses, and other learning opportunities, both within and outside the country.

Dr. Dayo Mobereola
Director General, Nigerian Maritime Administration and Safety Agency [NIMASA]

Biography

President Bola Tinubu recently approved the appointment of Dr. Dayo Mobereola as the Director-General of the Nigerian Maritime Administration and Safety Agency (NIMASA) for a renewable term of four years.
The appointment comes in the wake of the departure of Mr. Bashir Jamoh, whose tenure recently concluded.
The new Director-General has been tasked with the mandate to utilise his extensive expertise to enable NIMASA to uphold world-leading standards in maritime safety administration, maritime labour regulation, marine pollution prevention and control, search and rescue, cabotage enforcement, shipping development, and ship registration.

Dr. Mobereola attended St. Patrick’s Grammar School in Ibadan. He later obtained an MSc and a Ph.D in Transport Economics from the University of Wales, United Kingdom, and is a Fellow of the Chartered Institute of Transport, both
in England and Nigeria. His studies exposed him to Social Development and Welfare, Maritime Safety and Security Management, and Maritime Piracy and Transnational Criminal Activities.
He started work at WS Atkins Watkins in the United Kingdom as a Consultant for four years. Whilst he returned to Nigeria, he occupied various leadership roles such as Managing Director of Lagos Metropolitan Area Transport Authority (LAMATA) from 2003 to 2015 and Commissioner for Transportation in Lagos State from 2015 to 2016. Additionally, he has held positions as Deputy Managing Director and Project Development Director at AFM Consulting Plc, London, and as a Senior Economist at British Petroleum Shipping Limited, London.

His extensive work experience has equipped him with skills in Transportation, Business strategy, Strategic Planning, Management, Operations Management, Consulting, Negotiation, Project Planning and others. His assignment aligns with the policies and programs outlined for the sector, guided by the Honourable Minister of Marine and Blue Economy, H.E. Adegboyega Oyetola. NIMASA was formed on August 1, 2006, following the merger of the National Maritime Authority and the Joint Maritime Labour Industrial Council, as both were previously parastatals under the Federal Ministry of Transport.

Vice-Admiral Emmanuel Ikechukwu Ogalla

Chief of Naval Staff of Nigeria

Biography

Vice-Admiral Emmanuel Ikechukwu Ogalla was appointed by President Bola Tinubu on 19 June 2023 as Chief of Naval Staff of Nigeria.
He was born on December 20, 1968 in Enugu Ezike, Igbo-Eze North Local Government Area of Enugu State and obtained the West African School Certificate from the NMS Zaria in June, 1987 where he graduated as the ‘Best Boy’ in Sciences. He is a member of the 39 RC NDA, graduated with a BSc in Mathematics and was awarded Sword of Honour as the best naval cadet in his course.
He was commissioned S Lt on September 16, 1992 and rose to the rank of R Adm wef on September 16, 21. He completed the STC NNS QUORRA, Basic Hydrography National Hydrographic School India in May 2000, Junior and Senior Staff Courses AFCSC Jaji in Nov 01 and Jul 06 respectively.
He was also a participant of NDC Course 22 and was awarded fdc in Aug 14. As part of the Course, he took part in the MSc Strategic Studies programme, University of Ibadan from 2014 to 2015.
The senior officer served on board many ships including NNS AMBE, ARADU, LANA, EKUN, AGU, QUORRA, BEECROFT, DELTA and PATHFINDER. While on board NNS EKUN, he took part in the ECOMOG Operations in Liberia in 1996. Also as the Base operations officer in NNS PATHFINDER, he was responsible for coordinating anti-illegal bunkering operations as well as the entire policing duties of the base.
During the period there was a remarkable reduction in illegal activities in the maritime area within the base area of operations.
He also served as Instructor, CI and Comdt NNHS, SO 1 Survey and DD Instruments NNHO, ADCP, DD Hydro and DPR NHQ, as well as DS/ DARAS NDC and D Audit NASS NHQ. He is currently the DLL NHQ.
During his cumulative 6-year tour of duty in NNHS, he taught geodesy, datum conversion, tidal predictions and analysis, satellite surveying, and bathymetry, among others.

As Comdt, he linked the School with Teledyn Marines, a reputable OEM in the US, which enabled the NN to procure several survey equipment from the company, leading to improvements in practical training. He was also instrumental in the review of the School’s curriculum to align with IHO requirements. During his tour of duty in the NNHO, the senior officer was instrumental in the localisation of tidal prediction and analysis.
He participated in the FAO-sponsored Guinea Current Large Marine Ecosystem survey in 2004 and provided professional inputs during the survey and production of the NNHO charts.
During his tour of duty at the NDC, he contributed towards the improvement of the College research package and also led the 2018 participants’ research study tour to China and South Korea.
As DLL he was responsible for collating and analysing previous NN Operations and activities with the objective of drawing lessons necessary for doctrinal and operational improvements.
The Senior officer is decorated with FSS, MSS, DSS and GSS. He is a member of the Nigerian Hydrographic Society, the Nigerian Institute of Management, the International Earth Rotation Services and also a fellow of the Occupational Safety and Health Association of the UK.
